Add NET 9 support, drop NET 6 support #5026

NET 6 is EOL and NET 9 is the latest release.

Should be, I followed earlier PRs and what was needed. Maybe preview quality still needing field testing though.

v14.2.0 even though .NET 6 support has been removed?
In general I'd not be that fast but probably it's the right way and also it's simple to migrate these days.
