Make libcurl is a dependency of RRO. #219

Make libcurl 7.28 or later a dependency in the R.spec file.

libcurl 7.28 or later must be on the system in order for RRO to install.

Check that CentOS 5 and older version can do this.

Nathan reports:

Requiring the version of libcurl that you mentioned on CentOS 5/6 and SLES10 is a non-trival task. It is possible that we may be able to compile the newer version of libcurl on these platforms and statically link against it, but my schedule does not permit me the time to work on that issue before the release (especially with the more serious issues, like how we are linking libraries on OSX).

Rich mentioned the following in a meeting on 8/27. Keeping notes here for historical purposes.
LCA approval is needed if we want to build and include libcurl (statically linking). We just can't be sure it is on each platform.
