If the startup from openshift-4-loadbalancer fail, systemctl status openshift-4-loadbalancer do not deliver a propper error message. You have to run /usr/bin/podman run --name openshift-4-loadbalance-... --net host -e API=bootstrap=192.16.... by hand!
