The original pkg assumes single manifests.
It has no concept of subpackages.
We need the ability to add flags to change import defaults and work by namebase.
for this particular issue, if the "man page" flag is set, then installing a package referred by namebase would pull in the primary subpackage AND the man subpackage.
The same concept goes for NLS and docs subpackages.
By extension - ravensw install command only would need namebase and not the entire package name.
