My Pinecil V2 will not power on even though the power source I'm using meets the correct specs

To Reproduce
Pinecil gets plugged into usb-c1 port on the battery using pinecil usb c cable

Expected behavior
Pinecil should power up using the smallrig battery

PD Debug: State 12 No Vbus
QC Voltage: 15v
Firmware: v2.22E.C308FE8C
