By reading specifications from the catalog server instead of Github repository, the aRMT app is more flexible in determining the target topic for a given (custom) questionnaire. This also ensures that the target Kafka topic is actually available on the target RADAR-base installation.

Depends on RADAR-base/radar-helm-charts#47 and would benefit from RADAR-base/radar-helm-charts#48 (optional).

This is mostly solved by #1542, which will ensure the target topic exists, but it does not allow a user to define a custom topic based on a questionnaire type.
