When a user is annotating, sometimes the tag they need is not in our tag database.

Users should be able to add new tags to the database.

Additional context

This is a very old request.

It's blocked by the fact that our annotation editing page is still built with the old client.

We need to consider some kind of tag deduplication just in time user prompt. (e.g. someone suggests adding warbled-whistler when warbled whistler already exists and that insertion should be prevented).

We should prompt for taxonomic name when common name tags are added and add them to a tag group.
