How to file a helpful issue

The problem you're addressing (if any)

If opening Global Config from another tool, it can be v. helpful to open at the referenced section (e.g. repo settings for Template Manager).

The solution you'd like

Command line option for that.

The value to a user, and who that user might be

Better intra-tool integration.

Completion criteria checklist

[ ] Way to "bookmark" parts of Global Config
[ ] CLI option for Global config to open at select "bookmark"
[ ] make "open repo settings" in Template Manager actually go to repo settings
[ ] tests
