[pdf] remove pdf builders #2

In the medium term it may be useful to build pdf files via nbconvert and tpl files.

As jupyter-book pdf features are improved we can deprecate this feature

Decision: Remove pdf builders (via nbconvert) in favour of support via jupyterbook-latex
