What is happening?

op = SparseObservable.from_label('0000')
counts = {'0000':0.33, '0100':0.66}
sampled_expectation_value(counts, op)

gives

QiskitError: 'Invalid operator type'

How can we reproduce the issue?

run above

What should happen?

it should work
