Add CI coverage for custom action

With the recently merged custom github action for neko there were some issues with it that have been resolved in #7 and #8 but what it showcased is that we need to have some testing/validation of the job moving forward. Since downstream qiskit projects will be depending on this job definition having a way to test proposed changes to the job definition pre-merge is necessary. We need to add some way of testing the configuration before any changes are made to the definition.
