What is the expected feature or enhancement?

As part of #1138, the transpiler passes were copied from qiskit-ibm-provider to this repo. But it seems not the tests were not copied.

Acceptance criteria

Make sure the transpiler tests in qiskit-ibm-provider are copied here.
