Hmm, I'm not sure if this is actually correct, or at least the test fail at a later stage with flake8 3.0.4 for me. The problem I'm trying to fix is:

$ python setup.py test
running pytest
error: error in setup.cfg: command 'PyTest' has no such option 'norecursedirs'

This is with pytest 2.9.2.

The other issue was unrelated; test_config_file_finder needs tox.ini present to pass.
