Current: ./proton_cli new-project <name> <layout-id>
Desired: ./proton_cli new-project <name> <layout-name>
Reason: We want to reference layouts by name, not id, to make it easier for the user. Update command and functionality

The SQL commands might need to wait to be changed until the database overhaul happens
