As a site administrator, I want users to verify their email addresses to cut down on spam accounts and harden the registration process.

I want to avoid leaking information from registration, so the DUPLICATE_EMAIL resultCode should be removed.

When a user registers an account, if and only if the email address is not in use, the user should be sent an email to verify their account.
