ui needs tickboxes:

story: as tenant creator, I want to be able to control who can access data on CB and QL.

currently tenant manager has a feature in the master branch, which allows creation of subURL rules to other APIs. If there is a IDM app id configured for the API in the Umbrella, the sub URL rules will be applied to the API
