AI streaming is sometimes clipped

E.g., for https://policyengine.org/us/policy?focus=policyOutput.analysis&reform=14&region=us&timePeriod=2024&baseline=2, the streaming stops at the below line:

I'm wondering if this is being parsed into JSON improperly or if there's a more spurious issue. It doesn't help that the streaming, which works locally, doesn't work in prod.
