add support for templating in tile and icon conditions

Description

i would like to config the tiles for dirty sensor and filters to only appear under certain numeric values, but currently i guess i have to setup several template sensors or automation for that, which is a little messy

Solution

add support for templating in conditions list

Alternatives

or add "below" "above" conditions for entity value
