[what happened] Hall sensor signal and i2c were shorted #470

This caused stirring and od-reading to be able to be run independently, but together would produce:

errors in RPM (40_000)
"hat not detected" errors
all self-tests pass, but error in "Reference photodiode is in the correct position"

CamDavidsonPilon added the hardware label
