Axelar Community Spend Design Consideration

Milap from Axelar pointed out that PureTokenTransfer is not the recommended approach to sending tokens over Axelar. This is the method the Community Spend proposal uses right now. It uses a fixed fee that is included in each of our chain configurations. It's possible for this fee to become out of date. By using GMP MessageWithTokens, the fee would be dynamic and paid by the executor much like corks are.
