Usage tracking is not reported from ipv6 only workflow hosts #3668

Describe the bug
Usage tracking UDP packets are only sent over IPv4. On hosts I use with no IPv4, the usage tracking does not see those runs.

To Reproduce
Get an ipv6 only host (eg hetzner will give you one for about $5 pcm). Run a workflow.

branch off 2024.10.28
