Org Admins cannot promote users to Org Admin or change Team Lead

Discovered by user 🔒 when attempting to promote a user to Org Admin and change the Team Lead of a team.

I tried both, but it is not working. I can see that I'm org admin now, but if I try to promote someone else nothing happens, no error.
In the development tools I only see some errors from datadoghq.com

I was able to replicate this and found the user was unable to remove the Org Admin role from another Org Admin.

The user was able to promote other users to Billing Leader.
