Insights: create new meeting summaries for a team

In #10017, I'm testing whether we should send all of the meeting data to ChatGPT or create a summary of summaries.

We should update the meeting summaries so that they include quotes from the meetings and links to discussions. This will make the summary of summaries more accurate.
