Creating a proposal on the admin side with HTML tags is not working correctly anymore

When creating a new proposal from the administration dashboard, tagged HTML is not interpreted.

In 2021, when creating a proposal with this body:

It showed the images and the text formatted correctly. In 2022, this doesn't work anymore :___( I don't know why.

Two appreciations:

• On the proposal creation page on the admin side, there is a wheel always thinking.
• If I create a proposal with HTML tags in the user side, it works correctly!
