Makefile uses wrong Python #32

The Makefile uses python which is an alias of python2 on many Linux systems. The PYTHON variable should explicitly use python3 to build this on systems that use python for Python 2.

Hi,

thanks for catching this! The project is now python3 only, so this is a mistake.
