Description
When upgrading hosts or doing other maintenance where host needs to be shutdown/rebooted, it is not possible to migrate VMs that are locked by users. It is possible to remove user locks as admin, but it not possible to add the lock back on VM as the user. If admin adds back the lock on VM, it will be owned by admin and the lock owner can't be changed.
Suggested solution
Allow admin to migrate locked VMs (force)
Make it possible to add lock on VM as specific user using CLI/GUI
