Add Build.js functionality in octopus

bin/Build.js files are copy-pasted in SSApps, workspaces and in general in all projects that need to build a DSU Type. The functionality should be merged in Octopus. A default configuration (a JSON file) will be embedded in the script but arbitrary ways of building DSUs from configurations should be supported. The configuration should contain pairs between paths in the DSU and the paths from local disk relative to the location of the configuration
