Server web interface login authentication

Right now, to use the server web interface requires logging into the system through the login mechanism that we provide through ruby/rails. We would like to connect to a broader authentication system. CAS login would support VT users, but we actually want to do something with wider reach, like InCommon. This might allow in future better integration with third parties, such as an eventual SPLICE portal.
