Attempt to solve #82 Builds on the work in #81 which should go in first.
This PR removes dependencies related to pallet transaction payment and its custom rpc endpoint. Tuxedo of course does no use pallet transaction payment and therefore doesn't need these dependencies.
This should improve build time as well as make the code slightly tidier.
