Channel parameter for octo.exe promote-release command

Adding a --channel parameter to octo.exe promote-release would allow the latest release for a given channel to be promoted.

As things currently stand, channel makes sense as an option to promote-release
But in my experience, promote-release isn't commonly used, and this hasn't come up often, which makes it low priority.

I'll leave it to you to decide whether to close or keep.
