🐞 Bug Report

Description

We have seen an increase in p2p connectivity issues in DKG and charon run. Even though peers were connected, when relay connections recycle, reconnect fails with NO_RESERVATION.

This seem to be due to a regression in v0.14 introduced by #1816.

This has been fixed in main by #1903 and ported to v0.14.3 patch release.
