Setup DuckDB OHDSI Account and Process for DUA Agreements

• This is primarily for Sythetic datasets and the Vocabulary/Meta data which is useful for development and mapping.
• A few organizations have synthetic datasets they are able to provide. We will need to determine how DUAs should be signed (coordinating center?) and how user access is administered (@leeevans).
• I have a repository that demonstrates how to use GitHub actions for tests against MotherDuck hosted databases/tables.
• MotherDuck has communicated interest in support in a similar fashion to their Startup Program to support compute. They need some usage estimates, and we may need to include the coordinating center for any agreement.
