New check: measureDrugEraCompleteness

Currently we have no check whether the drug era is populated, which is required for most analyses using drug exposures.

Check Name: measureDrugEraCompleteness

Check Description: The number and percent of persons that does not have drug_era built successfully for all persons in drug_exposure.

Check Categories:

• Table level
• Validation
• Completeness

This check will be equivalent to measureConditionEraCompleteness.

The query will be very similar for all three era tables, so we might want to use one generic check (i.e. measureEraCompleteness) and one sql template that we can use for condition_era, drug_era and dose_era.
