Install-Package in Package Manager Console does not prompt for project style #8125

When installing packages from the package manager console, the "Allow format selection on first package install" option is not respected. It just chooses the default.

Details about Problem

NuGet product used: Package Manager Console
NuGet version: 5.0.0.5917
VS version: 16.0.3
OS version: Windows 10 1803

Detailed repro steps so we can see the same problem

  1. Open VS
  2. Make sure "Allow format selection on first package install" in options.
  3. Open Package Manager Console
  4. Install-Package Newtonsoft.Json

I would expect to be prompted to choose between packages.config and PackageReference.
