"dotnet list package" should include transitive dependencies by default. #11550

It looks there's support for include transitive dependencies by default to dotnet list package output. I believe it should be addressed separately from Spec for machine readable json output for dotnet list package.

Triage: As long as it's clear what packages are direct vs transitive, we're in general supportive of this change.

We should do some customer development to confirm our assumptions.
