EIP-158 introduces the state deleting behavior for empty accounts. It should be considered whether and how to introduce it in Paprika, and which responsibility will it be to have covered and implemented.

Additional remarks provided:

If you want to be able to archive sync with Paprika, you'll need to support both the case where empty accounts are deleted and the case where they aren't.

Also, for AuRa system transactions, eip158 is ignored for the system account regardless of eip158 being enabled or not. Which means that the system account (which is very likely to be empty) is still left in the state and not deleted
