Provide tools to release precompiled sequences with Nethermind client

Provide a way of precompiling TOP sequences after running #18 analysis, so that they can be deployed with Nethermind client and speed up its execution. Build a way of finding these sequences in contracts on the user's end. Decide which way is the way to go, whether to only use the precompiled sequences shipped with Nethermind or maybe still, allow the IL-EVM execution on the user machine.
