Get 1.4.x and master branches in sync and then remove 1.4.x #932

The branch of 1.4.x was premature, in retrospect. The maintenance burden is not ideal right now.

After above merges, I cut 1.4.18 from the 1.4.x Git branch. I will now delete the 1.4.x Git branch and issue further releases from master.

1.4.x branch now deleted.

My new plan is to branch 1.5.x at some point
