Track terminated/expired Sec8 projects during updates

Need to adjust code so that expired section 8 projects are properly recorded in Catalog. Sec 8 contracts should be marked as expired if they disappear from the HUD update file entirely or if sufficient time has elapsed past the expiration date without a renewal being recorded. Suggest using 1 year as the cut off.
