I use Kiss Launcher on Oukitel C16 Pro with almost stock Android 9 and I encountered a BUG. When I start the phone, the KISS button spins endlessly and no bookmarks are visible and to fix the problem I have to force stop the app. Correct, and congratulations on the launcher

Are you moving your apps and/or KISS to an SD card by any chance? If so... don't...
