Upgrade to UCX 1.15, which supports CUDA 12

Additional context
UCX 1.15 is scheduled to release in mid-May. Release candidates will be available sooner.

Scope: validate on cluster with UCX and update documentation stating compatibility with UCX 1.15.

We should make sure we test Rocky9 with the released artifacts.
