[FEA] Top POC candidates view when host restrictions

We have a customer who is trying to pick the top level candidate applications that will fit into a restricted number of GPU nodes since they are on prem. They aren't going to order a huge number of machines to do the POC due to cost reasons.

We should decide if we want to help the user to easily choose those applications, what data we need and how to expose it.

For instance one of the crucial things we used was the number of cores per app and number of executors per app so that you could pick jobs that would fit into a smaller set of nodes. Obviously the other way you could choose a large app but then cut the data down but that does also change the job characteristics.
