add Save As keyboard shortcut to File menu

Feature request to add a Ctrl + Shift + S keyboard shortcut to the File menu for Save As, which is the only command missing one.

@MatthewSteen I think this is should be moved to the https://github.com/openstudiocoalition/OpenStudioApplication repo? I'm going to close but you can reopen if you feel otherwise.

@tijcolem CTRL+SHIFT+S was added to the App openstudiocoalition/OpenStudioApplication#315, but is still missing from PAT 3.4.0. I don't think the App and PAT share code, so this should probably stay open.

Looks like it just a needs a line here https://github.com/NREL/OpenStudio-PAT/blob, which I can take care of. I don't have any permissions here so can't open or assign the issue. /bc73b99683e3e17bc94e76dea7a2f5b9e4c979c4/app/app/index.run.js#L176-L182
