Clean up dynamic tests workflow and add test case

The existing dynamic test workflow seems to run gen_intake_gfdl twice, first time with no config, second, with the the config yaml. While this is good, the catalogs are saved as manifest only for the one with the config yaml.

Please revise this and document what is being saved out in the workflow, as it's not necessary to save all the output files especially since we will use config options only in the long run perhaps -tbd

Additionally, add a test case to run gen_intake_gfdl with tests/config-cfname.yaml and save out the catalog files with unique, descriptive names. This helps us to make sure we help MDTF.
