* RAPv5 smartinit changes associated with the RTMA/URMA v2.8.7 upgrade
   * The RTMA CONUS land/sea mask and terrain around the Great Salt Lake are updated to better match the lake's current shape
* RAPv5 post changes to fix column max GTG product

   * After cloning the rap.v5.0.8 tag of the EMC_rap git repository using the command below, retrieve the new code from the rap.v5 directory.
  	* git clone -b rap.v5.0.8 https://${USER}@vlab.ncep.noaa.gov/code-review/a/EMC_rap
  	* git clone -b rap.v5.0.8 ssh://${USER}@vlab.ncep.noaa.gov:29418/EMC_rap


* fix files changed
   * fix/rap_conus_elevtiles.grib2
   * fix/rap_conus_slmask.grib2

* sorc files changed
   * sorc/rap_wrfpost.fd/MISCLN.f

   * N/A


* implementation instructions
   * Retrieve the new fix files from the following directory on Luna/Surge (cannot store fix files in repository): /gpfs/hps3/emc/meso/save/Benjamin.Blake/nwprod_final/rap.v5.0.8/fix
   * Retrieve the new sorc file and re-compile the rap_wrfpost code
   * These changes should be implemented alongside RTMA/URMA v2.8.7
