Splitting the repo for new packages

Hi Everyone,

I'm attempting to summarize our discussion and decisions regarding the NRTAPmodel project and repo from the meeting on 1/11/24.

1. We are going create separate packages for the "data download and calculate covariates" of environmental data. I think Insang and Mitchell should take the lead on this. Please delegate as needed.
2. We are going to create a separate package for "space-time data.table" manipulation. This is based on off functions and processing created by Eva. She will lead this package - also please delegate and assign issues as needed.
3. The remaining portion of the analysis will be a workflow/pipeline using targets and will be the actual air pollution model processing and results.

Over the coming days/weeks, I will create these repositories. This discussion board and the Kanban/Project board will remain as the main place to discuss and open issues related to the cross-cutting project.

We will shoot to have all of the packages published to CRAN with the air pollution project paper, which will discuss briefly the spin-off packages. We will hopefully write more in-depth papers to discuss each package for software journals such as R-Journal or JOSS.

In the meantime, completing tasks on this repo can proceed as ususal. One of the beautiful things about test driven development is that it should prevent us from having breaking changes to the main repository. 🚀🚀
