Migrated image doesn't show up due to missing layers

For some images (I still need to find an easy Dockerfile reproducer) there is a layer in the image definition that doesn't get migrated. This causes podman to silently drop it from the list. Since the layer does exist on the system where the image is pulled (in the local writeable area) it will look okay on that node, but we not show up on others.
