As an organisation we are not that invested in Teams, though there is an increasing move towards Sharepoint for this.
There's no common index or org-wide discussion form, there are implicit indices in the Data Management Plan system and also in the Tender Support systems - there's a lot in Workday (it may actually underpin both)
Is this a tooling problem, a cultural one or both? What can we simply do to dig into the project administration systems that people use anyway, rather than ask for more descriptions and create more forums
