Sub-issue of #31 - LULC use case

Describe the Task

Using the set of commands we already have for running WPS/WRF for the Hurricane Matthew case as a starting point in readthedocs, instructions for the LULC use case should be updated with commands to copy in/point to the namelists/data Xin specified, with any other necessary additional steps added into the instructions.
