Restarting FxR closes all the tabs/windows from all sessions if any of them were created in the current session

• Firefox Reality version 7 RC6 (b01367a)

[Affected Platforms]:

• HTC Vive Focus Plus - Android 7.1.2
• HTC Vive Focus - Android 7.1.2
• Oculus Quest - Android 7.1.1
• Oculus Go - Android 7.1.2

[Prerequisites]:

• The headset is turned on and the browser is open.

[Steps to reproduce]:

1. Create a new window and a new tab.
2. Open the Language card from Settings.
3. Change the App Language and choose the Restart Now option.
4. After the restart, observe the open tabs and windows.

[Expected results]:

• All the tabs and windows are restored after the restart.

[Actual results]:

• All the tabs and windows are closed after a restart.

[Notes]:

• The issue is also reproducible in production.
• The tabs and windows from the previous session are not closed if no new tabs or windows are created in the current session.
• Only the tabs/windows created in the current session are closed (and the ones from a previous session are restored) if the restart is triggered by certain settings (e.g: DPI). Resetting those settings from the reset button does close all the tabs/windows from all sessions.

I have verified this issue is no longer reproducible with the latest Firefox Reality version 8-33570852 (d3f0a6a) build. While the "Restore tabs and windows after restart" setting is turned on, restarting FxR doesn't close tabs/windows from any session.
Tested on Oculus Go (Android 7.1.2), Oculus Quest (Android 7.1.1), HTC Vive Focus Plus (Android 7.1.2) and HTC Vive Focus (Android 7.1.2).
